This dataset shows the EU public awards that drew little or no competition: 39,845 contestable awards (EUR 25k to 5m) that attracted only one or two bids, where three or more suppliers from the same country are already proven to win in that exact sector but were absent from the award.
What you get
- eu-uncontested-award-dataset.csv — every thin award with country, sector (CPV), buyer name, buyer email, currency, value, bids received, and the winner.
- top50-thin-market-intel.csv — the 50 suppliers most frequently missing from thin awards, with missed-award counts and an example buyer to pursue.

The thin markets
- 26,024 of the 39,845 thin awards (65.3%) drew a single bid.
- Medical/pharma: 41.5% of awards single-bid.
- Software: 50.6% single-bid.
- IT services: 41.3% single-bid.
- Construction, by contrast, is contested: only 11.3% single-bid.
What this is not
This is not a list of losing bidders (TED never names them). It is the tender record plus an inference of who was proven capable but absent. It is market intelligence to verify and act on, not a guarantee.
